An excellent opportunity for a customer service driven programming team lead professional whom will be joining and leading a team responsible for a multi-year project to implement an enterprise ITSM tool for the Service Management Branch of the OCIO :
 The Ministry Information Management Branch (IMB) fulfills the business needs with technology solutions and ensures ministry IM/IT investments support strategic objectives of the larger government.  The IMB Application Management unit provides full life-cycle service management, design, delivery and support to applications for ministry line-of-business divisions and corporate government applications.
As the Senior Programmer Analyst, you will lead and coordinate the application development teams in the application development lifecycle using conventional and agile methodology; In planning, designing, developing, testing, enhancing and maintaining mission critical applications of significant complexity (multiple platforms; including cloud), environments and technologies, requiring integration of new and legacy systems). In addition, you will provide guidance and technical expertise to staff and contractors. The Senior Programmer Analyst will work with the clients, citizens, suppliers and specialist delivery teams, balancing multiple priorities while ensuring a focus on high service delivery.

Qualifications:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

 


 

  • Computer Science or Computer Engineering Degree with 5 years of equivalent work experience; Diploma in related field with 6 years of equivalent work experience; or Certification in related field with 9 years of equivalent work experience as an intermediate application developer.




  • 4 years of experience with complex client/server and web based applications, including analysis, design, and development/implementation of complex applications.

  • 3 years of experience in leading teams including application developers, business area users and technical resources.

  • 3 years of hands-on experience in .NET application development using Visual Studio, C# and  MVC

  • 3 years of experience in SQL Server, Oracle database design, development, PL/SQL and Object Relational Modeling with different tools such as Entity framework and LINQ

  • 3 years of experience in client-side development using JavaScript, jQuery, CSS and HTML

  • Experience in a broad number of application development tools.

  • Experience in data modelling, process modelling, and/or business area analysis techniques.

  • Experience with all aspects of application development using a System Development Life Cycle and modern Software Engineering practices.

  • Experience with project management and business analysis.

  • Experience supervising staff and/or consultants.


 

REQUIRED:  Successful completion of security screening requirements of the BC Public Service; which includes a Criminal Record Check and Criminal Records Review Act (CRRA) check.
