The Financial Institutions Commission (FICOM) regulates the pension and financial services industries in British Columbia.  This regulation is designed to protect the public against the insolvency of financial institutions, prevent improper market conduct in the financial services, provide deposit insurance for members of B.C. credit unions and ensure the solvency of pension funds.
FICOM also provides administrative support to the Credit Union Deposit Insurance Corporation (“CUDIC”), which is a separate entity from FICOM.  Under the Financial Institutions Act (“the Act”), CUDIC guarantees deposits and non-equity shares of depositors of B.C. credit unions up to the limits prescribed by the Act.  CUDIC maintains a deposit insurance fund in support of such insurance.  Most of the CUDIC activities are conducted by FICOM staff. 
As part of the FICOM Corporate Services Division, the Systems department provides FICOM, the Credit Union Deposit Insurance Corporation and the Office of the Superintendent of Real Estate with a wide variety of services including IT operations and infrastructure, software development and maintenance, as well as business analysis and process improvement. The team also supports external clients in submitting and accessing industry data. The FICOM Systems department is required to remain compliant with the standards set out by the Office of the Chief Information Officer as well as liaise with the Ministry of Finance’s Information Management Branch on a variety of support services.
Embedded within the Systems department, the Technical Analyst is to provide coordination and expertise in securing, implementing, testing, tuning, upgrading and maintaining shared systems software and hardware.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:


•Four-year degree, or two-year diploma or certification, or equivalent combination of education, training and experience in the computer science field. Preference will be given to applicants with a certificate in web application security.

•One year demonstrated recent (within the past 3 years) experience with configuring and securing web applications.

•Two years demonstrated recent (within the past 3 years) experience with management and administration of Windows Servers, Web and SQL servers.

•Experience coordinating resolution of technical and business problems.

•Experience providing technical advice and guidance to work teams, managers and executive.

Preference will be given to applicants with demonstrated experience with:

•Web access management such as single sign-on technologies and authentication.

•Database design and administration using Microsoft SQL.

•Configuring and securing Microsoft Internet Information Services (IIS).

•Server administration tasks such as File/Share management, virtual server maintenance, Microsoft Active Directory, DNS and DHCP configuration.
